Description   PNOC EXPLORATION CORPORATION Building 1, Energy Center, Merritt Road, Fort Bonifacio, Taguig City Telephone Nos. 479-9400 local 291 Direct Line: (632)840-1614/Fax No.: (632) 840-1619 INVITATION TO APPLY FOR ELIGIBILITY AND TO RE-BID PNOC Exploration Corporation (PNOC EC), through its approved Corporate Budget for CY2008 intends to apply the sum of Philippine Peso One Million Eight Hundred Fifty Four Thousand One Hundred Sixty (Php1,854,160.00) being the Approved Budget for Contract (ABC) to payments under the contract for the DREDGING OF TRIANGULAR PIER AND MARGINAL WHARF OF PNOC EC ENERGY SUPPLY BASE/WOR BX08-003R (the “Project”) located in Mainaga, Mabini, Batangas. Bids received in excess of the ABC shall be automatically rejected at bid opening. PNOC EC now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the DREDGING OF TRIANGULAR PIER AND MARGINAL WHARF OF PNOC EC ENERGY SUPPLY BASE. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs on or before 4:00 P.M. of February 2, 2009 to PNOC EC BAC Secretariat, Bldg. 1,Energy Center, Merritt Road, Fort Bonifacio, Taguig City and secure the Eligibility Documents upon payment of a nonrefundable fee of Pesos: Five Hundred (Php500.00). Applications for eligibility will be evaluated on a “pass/fail” basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents on February 6, 2009 at 10:00 A.M. at the above address. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat (c/o Mr. George N. Alejandro) starting February 12, 2009 at the above address and upon payment of a nonrefundable fee of Pesos: One Thousand Eight Hundred (Php1,800.00). The Bidding Documents shall be received personally by the bidder or his authorized representative. For purposes of clarifying certain issues, PNOC EC will hold a Pre-Bid Conference for all Eligible Bidders on February 16, 2009 @9:00 A.M. at PNOC EC Energy Supply Base, Mainaga, Mabini, Batangas. Eligible Bidders must submit their Bids at the address below on or before 2:00 P.M. of March 2, 2009. Late Bids shall not be accepted. Bid opening shall be on March 2, 2009, at 2:15 P.M. in PNOC EC Conference Room, Bldg. 1, Energy Center, Merritt Road, Fort Bonifacio, Taguig City. Completion of the Works is required by Sixty (60) Calendar Days. PNOC EC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
